AAHA Updated Guidance on Pennsylvania Travel Requirements

November 28, 2020

On November 25, 2020 the Commonwealth of Pennsylvania (PA) revised its travel guidance1, through its Department of Health (DOH) and now allows Pennsylvanians to travel outside of the State, without needing a COVID test or to quarantine for 14-days upon returning, provided their travel is completed within 24 hours.

For the purposes of the AAHA and travel hockey;

  1. Pennsylvania based teams can now travel to other States (if allowed by the destination State) for competition, and do so without testing and/ or quarantining for 14-days upon return if the travel is completed within 24-hours.
  2. Teams from States other than those based in PA are still required to obtain a negative COVID test 72 hours prior to arriving in Pennsylvania, or quarantining for 14-days upon arriving in PA. The State indicates this guidance specifically for eleven (11) years of age and older, it is presumed players 10 years of age and younger would be traveling with adults, and therefore those teams are not exempt from the 72-hour test/14 Day quarantine provisions.

    EXAMPLE: A team from Delaware (regardless of USA Hockey age classification) those persons entering with that team who are of the age of 11 or older, must either obtain a COVID test and result 72 hours or less prior to arrival in Pennsylvania, or must quarantine for 14-days upon arriving in Pennsylvania.

AAHA UPDATED GUIDANCE ON PENNSYLVANIA OCCUPANCY RESTRICTIONS –
On November 23, 2020 the Commonwealth of Pennsylvania (PA) revised its Requirements for Events and Gatherings2, through its Department of Health (DOH) and provides for the following calculator for allowable indoor occupancy.

Maximum Occupancy Calculator for indoor events:

Maximum Occupancy

Allowable Indoor Rate

0-2,000 people

10% of Maximum Occupancy

2,001 - 10,000 people

5% of Maximum Occupancy

Over 10,000 people

No events over 500 people

For the purposes of the AAHA, this update reduces the indoor capacity from its previous levels. The AAHA will continue to authorize One (1) Parent/Guarding (spectator) per player during games, however, no spectators shall be permitted if the spectator(s) causes the ice rink to exceed these limitations for their particular venue. For example; if an ice rink’s normal capacity is 500 people, then at 10%, only fifty (50) individuals could lawfully be inside the rink, which effectively limits that rink to players, coaches and game officials.

We strongly encourage rinks and clubs to work cooperatively to manage these capacity requirements so as to remain in compliance with current COVID mitigation requirements issued by PA’s DOH.
